St. George City will increase access across the city by enhancing the diversity of transportation options available, expanding transit ridership, increasing active transportation, and reducing the need to drive across the city for daily services. These strategies will enhance accessibility for everyone.

Enhance transportation options through continuation and expansion of comprehensive trail network to support both recreation and active transportation within St. George

Integrate the trail system into the urban fabric through improved connections between trail networks and urban streets

Provide clear wayfinding signage throughout the city – at trailheads and within the urban fabric to improve connectivity and access within St. George

Prioritize bicycle and pedestrian improvements in alignment with the Complete Streets Policy at streets that connect trailheads

Encourage complete streets and walkable neighborhoods throughout St. George

Prioritize pedestrian/bicycle improvements at roadways with no pedestrian/bicycle infrastructure

Strategically implement Complete Streets improvements across the city

- For each Neighborhood Area, identify streets to be prioritized for Complete Street improvements

- Implement Downtown Area Plan recommendations for Complete Streets

Ensure all new roadways and all redevelopment or upgrades to roadways meet the Complete Streets Policy

Align transportation networks with growth to the south and east of the city

- Prioritize east/west and north/south connections to improve traffic and flow through the city

- Re-establish grid street network as physically feasible to improve connectivity throughout the city

- Support the development of commercial nodes at crucial intersections or destinations to support neighborhoods and reduce traffic congestion for daily services (See Responsible Growth)

Expand transit service and the Suntran system throughout the city, positioning transit as a preferred form of transportation within St. George

Implement on-demand transit services and integrate this service with the Suntran system to support current and future needs within St. George

Gather data on existing transit ridership, route and stop use, and time of use trends to monitor transit system and inform future transit improvements

Complete a transit master plan that aligns with the vision for Neighborhood Areas and Neighborhood Commercial Centers as presented in this plan.

- Identify opportunities to expand the network through traditional and innovative approaches, increasing accessibility to transit for all

- Prioritize key routes that connect commercial centers

- Provide strategies to address the first/last mile needs of the community (e.g. active transportation connections to transit)

- Identify routes to increase access between the workforce and their jobs

- Identify key routes within the city for transit optimization

- Identify future bus rapid transit (BRT) routes

- Focus on investments that improve transit travel time and reliability



Implement transit improvements and investment between the St. George Regional Hospital and Tech Ridge, with improved access to Dixie State University and the Downtown Arts District

Conduct a public outreach program to encourage transit use, and support positive transit experiences

- Consider providing free transit days, free or discounted passes for high school students and young adults

Update parking standards across zone districts to align with the vision for the city

Align the parking standards with the vision for pedestrian-oriented and walkable centers

Update parking standards in mixed-use districts to accommodate shared parking

Consider parking maximums in key zone districts where shared parking is available and viable
