St. George has the space and capacity to grow. Through effective planning, St. George will ensure growth occurs responsibly.

To ensure responsible growth into the future, St. George will:

Strengthen and broaden water conservation efforts

Adopt water conservation policies to set a standard for efficiency in new development and improvements across the city. These will be consistent with and updated in alignment with the Washington County Water Conservancy District, meeting the needs of the Virgin River watershed

Support and incentivize water conservation through best practices and incentives for existing properties

Expand secondary irrigation water for properties within St. George in accordance with the City's Water Master Plan (rd)

Provide clear and effective information to the community to expand knowledge of water conservation programs, incentives, goals, and needs

Increase energy efficiency and promote renewable energy in new development and standalone projects

Adopt energy conservation policies to set a standard for efficiency in new development and improvements across the city

support energy efficiency through best practices and incentives for existing properties

Support renewable energy and energy diversification projects to minimize risks for St. George per the St. George Power 10-Year Master Plan (rd)

Increase and diversify housing supply across the city

Adopt land-use policies that allow for diverse housing across St. George in alignment with the Moderate Income Housing Plan (rd)

- Allow for diversity in lot size and, therefore, home size in new developments

- Encourage a variety of housing sizes and options within neighborhoods to align with the Attainable Housing Plan (rd)

- Continue to allow accessory dwelling units by-right across appropriate residential zone districts

- Allow for multi-family development through the integration of mixed-use zone districts

Ensure Neighborhood Areas integrate a range of housing options to enable housing choice across the city

Support compact development throughout St. George

Support reinvestment in existing residential areas by allowing gentle increases in density within existing neighborhoods

- Consider scaled impact fees to support infill and reinvestment in previously developed areas.

Update land use to allow for more height/density by-right in appropriate areas

- Consider allowing mixed-use by-right in commercial zone districts with commercial or active use requirements

Consider policies that promote a condensed, concentric approach to development to allow for future growth while supporting strategic investment in infrastructure and services

- Assess impact fees and identify strategies to promote new development near existing infrastructure

- Support infill development to limit land-use impacts of growth

- Support open space preservation coupled with infill development to promote responsible land use and preserve natural resources

Promote accessible commercial development throughout the city

Ensure the land use plan promotes neighborhood commercial centers that support daily services (see Lifestyle)

Support a mix of commercial and residential uses with an appropriate scale (consider live/work and diverse and vibrant horizontal and vertical mixed-use opportunities) within neighborhood commercial centers

Develop people-oriented neighborhood centers that are accessible, comfortable, and safe

Integrate a requirement for usable open space into neighborhood center zone designations

Connect transit services to neighborhood centers

Update zoning ordinances to prioritize pedestrian access and visibility

Update zoning ordinances to encourage street-facing development and minimize surface parking fronting the street

Align growth with infrastructure

Ensure adequate space for education facility siting (k-12 specifically) is secured

Ensure St. George City can provide adequate utility infrastructure as growth occurs within the city

- Plan new infrastructure for future land use and density

Support opportunities for low-impact local food production

- Adopt policies to support urban agriculture, aquaculture, vertical gardens, and other efficient food production approaches

Expand transportation infrastructure, including trails and active transportation systems with growth (see Accessible City)
